History

25 Nov 1964, Niamey (Niger), as River Niger Commission -- Commission du fleuve Niger (CFN), in implementation of an Agreement, signed 23 Oct 1963, Niamey, by representatives of 9 States. Agreement revised: 2 Feb 1968; 15 June 1973. General Regulations for Navigation on the River Niger adopted at meeting of Council of Ministers, 22 Feb 1974, Niamey. Amended: 2 Feb 1968; 15 June 1973; 26 Jan 1979, Lagos (Nigeria). Listed name adopted 21 Nov 1981, Faranah (Guinea), on signature of a new Convention.

Aims

Harmonize and coordinate national policies for development of the basin; plan development of the basin through development and execution of an Integrated Development of the Basin; design, achieve, exploit and maintain common infrastructures and projects; control and regulate navigation on the river, its tributaries and sub-tributaries; mobilize funds for studies and works needed for the development of the resources of the Basin.

Activities

cover: statistics and planning; water control and use; infrastructure; environmental control and regulation; land and agro-pastoral development. Priorities focus on: reforestation; dredging; construction of hydroelectric and multi-purpose dams, including mini-dams for rural electricity supplies and land improvements; provision of village water supplies. Integration and inter-State activities include: codifying information; regulation of river flow; improvement of water ways; energy, transport and communications.

Projects/Programmes and activities include: Niger-Hycos; Silting Control Programme in the Niger Basin; Shared Vision Process - development of a Sustainable Action Plan (SDAP), development of an Investment Programme and mobilization of investments; organizational and institutional reforms; support for integrated management of the water resources of the Niger Basin; reversing land and water degradation trends in the Niger Basin; observatory of the environment of the Niger Basin; Capacity Building of the Executive Secretariat (CIDA); financial and management capacity building for NBA; Echel EAU - IWRM tools; Development of Water Resources and Preservation of the Fragile Ecosystems of the Niger Basin. Projects/Programmes under negotiation include: River and Patrimony - reinforce water governance through networking of local riparian populations and appropriation of cultural resources - UNESCO; TwinBasin - NBA and Zambezi River Authority (ZRA); TwinBasin - CICOS and NBA; contribution of Venezuela to the actions relating to sustainable management of natural resources of the Niger Basin - UNCCD; payment of environmental services - UNDP; NigerWet Initiative - Ramsar Convention.

River Niger Basin Development Fund, set up 1980, Conakry (Guinea), assists in financing development programmes. Maintains Centre of Hydrological Forecasting - part of the 'Hydroniger Project', concerned with hydrological monitoring and forecasting using satellite transmission; and Documentation and Analysis Centre. Organizes regional information network; prepares regulations on navigation. Instrumental in setting up Liptako-Gourma Integrated Development Authority (LGA).
