Established at headquarters of IMO, with participation of 13 scientists and representatives from the following United Nations Agencies: IMO, FAO, UNESCO and WMO. WHO, IAEA, UN, UNEP and IOC joined subsequently as co-sponsors, 1970. UNIDO became co-sponsor 2006; UNDP 2010; ISA 2017; WHO withdrew prior to 2011.
