9 Sep 1977, Bujumbura (Burundi), at 1st regular session of the Conference of Heads of States of the F-XF5516 - Communauté économique des pays des Grands Lacs (CEPGL). Statutes adopted 10 Mar 1980, Goma (Zaire), on the occasion of Constitutive Assembly. Statutes modified: 10-11 Jun 1981, Goma (Zaire); 15 Mar 1982, Kinshasa (Congo DR); 27-28 Nov 1985, Goma (Zaire); 10 Jun 1986, Goma (Zaire); 20 Dec 1987, Bujumbura; 20-21 Jun 1988, Goma (Zaire). Ceased to exist.
Aims
Promote the economic and social development of member States; strengthen cooperation among members by financing national and multinational projects aimed at integrating their economies; mobilize public and private, domestic and external, financial resources for the development of member States; provide member States and their national development institutions with the requisite technical and financial assistance for the study, preparation and implementation of projects.

General Meeting of Shareholders (at least once a year), composed of representatives of member States and of national finance institutions and holders of the other category of shares. Board of Directors (meets 4 times a year), consisting of 8 members with 4-year terms, such that every shareholder is represented. Steering Committee of 4 meets once a month.
