History

9 Jun 1966, Abidjan (Côte d'Ivoire), by Heads of State of D-XD0453 - Entente Council, superseding Solidarity Fund -- Fonds de solidarité established by the same agreement which created the Council. Statutes modified 8 Dec 1973.

Aims

Extend political cooperation of the Entente Council to the economic and financial sphere; promote economic development and integration of the region; assist national organizations in preparing specific projects in the economic field and in obtaining assistance from donor organizations; provide guarantees to encourage investment in member states; assist member states most economically underprivileged whether as a result of geographical situation or of disasters and natural calamities; encourage increased trade, commerce and investment between Entente countries and neighbouring states.

Structure

A specialized institution of the Entente Council. Conference of Heads of State (annual) acts as Board of Directors. It delegates its mandate to a Management Committee, comprising one delegate each from the Ministry of Foreign Affairs and the Ministry of Finance of each member state. Permanent administrative secretariat, headed by Administrative Secretary, is in charge of technical studies, financial assessment, search for funding and follow-up activities. In the absence of a permanent secretariat to the Entente Council, the secretariat of the Fund has, to some extent, become the secretariat of the Council and the Fund's Board of Directors has become that of the Entente Council. Other principal officers: Deputy Administrative Secretary; Operations Director; Administrative and Financial Director. Other specialized institution of the Council is U-XF2427 - Centre régional de formation pour entretien routier (CERFER), Lomé (Togo). Other training centres include: U-XG0773 - Centre des formation technique de transporteurs routiers (CFTTR), Niamey (Niger), currently the responsibility of the government of Niger; U-XK0380 - Centre de formation dans les transports routiers et les activités auxiliaires (CFTRA), Ouagadougou.
