History

24 Aug 1977, Rusumo, (Tanzania UR), when an Agreement was signed by the Presidents of Burundi, Rwanda and Tanzania, following preliminary, sectoral and specific studies, since 1971, of the potential of the area and the resulting plan, 1976, produced by 'Technical Committee for Planning the Development of the Kagera River Basin' in cooperation with E-XE3382 - UNDP and DTCD. Agreement amended 19 May 1981, Bujumbura (Burundi), with accession of Uganda. Statutes registered in 'UNTS/1 16695'.

Aims

Achieve integrated development of water and land resources of the Kagera Basin; train nationals to carry out such development; reinforce existing cooperation between participating Governments through regional development of the Basin's resources.

Summit of Heads of State (meets every two years). Council of Ministers (meets once a year). Intergovernmental Commission of Experts (meets twice a year), consisting of one representative from each Member State. Secretariat, headed by Executive Secretary, assisted by 3 departmental directors, one from each Member State except the country where the current Executive Secretary comes from.
