History

Launched 8 May 2002, Belgrade (Yugoslavia), through a mandate by E-XE3382 - UNDP and U-XF6140 - Stability Pact for South Eastern Europe - later succeeded by F-XM3681 - Regional Cooperation Council (RCC) - to function as a component of the Regional Implementation Plan on Combating the Proliferation of Small Arms and Light Weapons (SALW), formulated and adopted by the Stability Pact, Nov 2001, and revised 2006. Initially envisioned as a 3-year programme; project extended beyond 2006 and 2014. Current mandate also includes work on advancement of gender equality in security sector reform through regional cooperation.

Aims

Strengthen capacities of national and regional stakeholders to control and reduce proliferation and misuse of small arms and light weapons, as well as support their efforts to advance gender equality in security sector reform, thus contributing to enhanced stability, security, development and regional cooperation in South Eastern and Eastern Europe.

Structure

Regional Steering Group (RSG) for Small Arms and Light Weapons (meets annually) provides political and strategic guidance and indigenous support, and is composed of representatives of the governments of the states concerned, F-XM3681 - Regional Cooperation Council (RCC), UNDP and observers from institutions such as F-XF2147 - European Union (EU), C-XC3005 - NATO, F-XF0947 - Organization for Security and Cooperation in Europe (OSCE) and civil society.
