Ensure that the rule of law is pre-eminent and that rights and liberties are respected; encourage the study and promotion of human and peoples' rights; stimulate the study and recognition of new human rights made necessary by economic, industrial and scientific development; strive that, by supplementing and reinforcing rather than replacing national human rights organizations, serve as the collective watchdog, at the African level, of principles embodied in the Universal Declaration of Human Rights and the African Charter of Human and Peoples' Rights.
