Assist in recreating a framework for the democratic process and re-launching economic development and improved social conditions in African countries where there is conflict or risk of conflict; develop African expertise in the field of prevention and management of social and political conflict; combat the indifference which allows apparently benign crises to assume alarming proportions; permit a mediating role of civil society and the silent majority; study socio-political evolution in the countries in question, noting tendencies which might lead to potentially explosive situations, drawing the attention of local authorities and the international community to possible consequences and proposing possible preventative measures.
