Established by decision of 1st Conference of Ministers of Transport of the Socialist Countries. Statutes approved by governments participating at the conference. Activities commenced 1 Sep 1957, following 2nd Conference of Ministers of Transport, May-Jun 1957, Beijing (China). Statutes amended: 19-22 Jun 1962, Ulaanbaatar, at 7th Ministerial Conference; 8 Jun 1993, Warsaw (Poland), at 21st session of the Conference of Ministers of Transport, when associate membership was extended to firms and organizations dealing directly with railway activities. Latest amendments, concerning structural organization, adopted at 47th Ministerial Conference, 4-7 Jun 2019, Tashkent (Uzbekistan).
Improve standards and cooperation in implementation of railway traffic between countries of Europe and Asia, including transport of goods; improve cooperation on problems related to traffic policy and economic and ecological aspects of railway traffic. Ensure enforcement of conventions and agreements on: Convention Concerning International Passenger Traffic by Railway (SMPS); Convention on International Freight Traffic by Railway (SMGS); International Passenger Tariff (MPT); International Transit Tariff (MTT); Regulation of Use of Freight Wagons in International Traffic (PGW); Regulation on Use of Passenger Wagons in International Traffic (PPW); Standard Transit Tariff (ETT); agreements referring to accounting in international transport of passengers and goods and other regulations. Elaborate on general principles for standard international transport law; develop collaboration for the improvement of exploitation and technical conditions and for modernization of international transport lines; provide solutions to economic problems of international collaboration between railway members of OSJD.

Ministers Conference is higher authority. K-XF2922 - Conference of General Directors of OSJD Railways is authority for cooperation between administrations of railways. OSJD Committee (executive organ), headed by Chairman and comprising specialists, including representatives of commissions and a leading body which comprises 2 Deputy Chairmen and Secretary. Working organs (meeting as necessary): commissions; standing working groups; ad hoc working groups; expert working groups; joint working groups meeting with other international organizations.
