The UIA is a leading provider of information about international non-profit organizations. The aim of the Open Yearbook is to promote the activities of international non-governmental organizations (INGOs) and intergovernmental organizations (IGOs).


1994, as an initiative of European Community implemented by European Commission (EC). Also referred to as Employment-Youthstart. Together with HORIZON, 'INTEGRA' - replacing INCLUSION - and New Opportunities for Women (NOW), part of 'Employment Community Initiative 2000-2006'. No longer exists.


Encourage integration into the European Union labour market of young people under 20; find new ways of improving employment chances of young people without formal qualifications; focus on wider access for young people to education and training, including apprenticeships or other forms of work experience, with particular priority for those leaving school with no qualifications; support innovative local solutions which may put into practice on a larger scale.

Covers: measures to complement other ESF measures and the Leonardo programme, including definition of objectives and standards for guidance, training and apprenticeship, placement and assessment; innovative measures to integrate young people and transfer models of good practice; links between education, vocational training and the labour market; measures based on experience of pilot projects or the Leonardo programme; assistance for job creation; support for regional and local information services. The concept is incorporated by Member States into their plans for use of ESF resources at national level and is also used to develop networks of projects and programmes across national boundaries. As of Feb 1997, 500 projects have been financed.
