Empower and support persons infected with and affected by HIV/AIDS through advocacy, research, partnership, capacity building and resource mobilization.

Serves as a direct link between the community of people living with HIV/AIDS, local and regional partners and donor agencies; informs, designs and implements programmes aimed at mitigating the impact of HIV/AIDS in the region. Programmes: 'Strengthening the Institutional Response to HIV/AIDS/STIs in the Caribbean (SIRHASC)' - to provide technical, material and financial support to 5 regional agencies to coordinate, plan, implement and monitor a regional response to the HIV/AIDS epidemic in 15 ACP countries in the Caribbean; 'Institutional Strengthening of PLWHA Network in the Caribbean Region'; programme to strengthen communications links; project under the Pan Caribbean Partnership (PANCAP) to strengthen management and operational capacity of key regional institutions that support country efforts against HIV/AIDS and to ensure effective and efficient coordination of regional response to provide a favourable environment for further scaling up of country efforts; 'Strengthening the Community of PLWHA and Those Affected by HIV/AIDS in the Caribbean' - treatment preparedness and adherence, capacity building, advocacy and monitoring and evaluation; 'CRN+/IFRC Anti-Stigma and Discrimination Campaign'.
