History
Founded by African Ministers in charge of telecommunications. Operational since Nov 1993. Legal instruments (3): Convention, which established the organization and defines its legal entity; Operating Agreement, which deals with the operating principles; Non Signatory Shareholders Agreement for participation of equity in RASCOM investment programme by private African or non African and international organizations.
Aims
Provide an efficient and economical means of telecommunications, including requirements for transmission of sound and television broadcasting, to all areas in African countries, using a regional African satellite system, complemented by any other appropriate technology, which shall be integrated in the existing and/or planned national networks with a view to fostering development of African countries.

Basic organs (3): 'Assembly of Parties', the highest organ, consists of representatives of all African governments who are Parties to RASCOM; 'Board of Directors' comprises representatives of Signatories or Groups of Signatories and Non-Signatories holding the largest 15 shares in RASCOM and regional representatives from 5 regions of Africa, elected by the Assembly of Parties; 'Executive Organ' is headed by the Director General, who is responsible for the implementing decisions of the Board of Directors.
