History

Established at a ministerial-level meeting. Proposal for the Partnership introduced 16-17 Sep 2002, Joensuu (Finland), at a high-level F-AA0674 - Northern Dimension (ND) Forum in Social Protection and Health, hosted by the Prime Minister of Finland. As follow-up, an international temporary working group was established, chaired by Finland's Minister of Health and Social Services, which produced a proposal outlining further details concerning the Partnership, presented for a political decision the following year. Operates in accordance with the Declaration concerning the establishment of the NDPHS (Oslo Declaration), adopted during the meeting in 2003. Since 2009, has functioned as the Coordinator for the Policy Area 'Health' in the EU Strategy for the Baltic Sea Region. Since 8 March 2022, the European Union, Iceland and Norway have suspended until further notice all activities of the Northern Dimension policy, including within the NDPHS, which involve Russia and Belarus.

Aims

Provide an inclusive cross-sectoral platform for health advocacy in Northern Europe and the Baltic Sea Region.
