History

Mar 1993, Montevideo (Uruguay), on the joint initiative of member countries of H-XF2447 - Permanent Mechanism for Consultation and Political Coordination (Rio Group) and F-XF2147 - European Union (EU), to implement, manage and coordinate a 'Regional Integration Training Programme', agreed at 2nd H-XE2751 - EU-Rio Group Institutionalized Ministerial Meeting (CE-RIO), 28-29 May 1992, Santiago (Chile). At 4th ministerial meeting, 22-23 Apr 1994, Sao Paulo (Brazil), became part of the EU/Rio Group Human Resources Training Programme (FOR CE-RIO); Programme reaffirmed at 7th meeting, 7-8 Apr 1997, Noordwijk (Netherlands).

Aims

Promote exchange of knowledge and experience between Europe and Latin America in matters related to development, management and implementation of public policies aimed at regional integration; create a permanent forum for exchange of ideas and experience and promote added value in this exchange; work jointly with the authorities in addressing issues related to integration, attempting to generate a "chain reaction" for the benefit of agencies and participants involved; to this effect, implement, manage and coordinate throughout Latin America, a joint programme to promote Latin American - European Union cooperation in training personnel in the field of regional integration; strengthen and develop the capacity of Latin American countries to implement and manage integration programmes; target high-level public and private officials involved in formulation, management and implementation of public policies on integration, within the context of MERCOSUR, the Andean Pact, the Group of Three and other regional free trade agreements.
