History
in the 1970s as an informal association of customs administrations within the Caribbean region, meeting annually to exchange information on smuggling and to help help smaller regional administrations to adjust to the new threat of organized drug trafficking in the region. Has since expanded and diversified. A Memorandum of Understanding (MOU) regarding mutual assistance and cooperation for the prevention and repression of customs offences in the Caribbean zone was agreed by members and signed by 20 countries at Annual Conference, 1989, Miami FL (USA). This created a framework for the business activities of the Council and a legal basis for mutual assistance and exchange of information among members. As of Nov 2002, it has 38 signatories.
Aims
Improve the level of cooperation and information exchange among members; assist members to enhance the professionalism, efficiency, effectiveness and integrity of their organizations, through training, reform and modernization; raise the level of awareness in the Caribbean region of the value and importance of the services provided by customs; provide members with information and enhanced customs systems to allow them to prepare for and meet the challenges of the future.

Council (highest decision-making organ), meets annually. Executive Committee of 14 members, headed by Chairman. Permanent Secretariat (based in St Lucia), headed by Permanent Secretary, who is assisted by 3 attachés, Administrator Officer, IT specialist and clerical assistant. Joint Intelligence Office (JIO), based in San Juan (Puerto Rico) - cooperative agreement between CCLEC and World Customs Organization.
