Assist development of infrastructure at national level; promote an inter-institutional arrangement rather than acting as a supra-national centre (the National Contact Point of each participating country should have its own circle of interactions guided by common interests and patterns of priorities); promote a system of national, regional and international links; decide priorities for development of information infrastructure; promote a system of financial resources raised from member countries and from national, regional, international agencies and organizations interested in networking programmes.

National level networks, consisting of Participating Centres (PCs), each with a National Contact Point (NCP) to represent the national network at regional level and a National Advisory Group (NAG). Regional level framework links national networks through NCPs. APINESS Regional Advisory Group (RAG) comprises representatives of: NCPs; other member regional organizations; D-XD6075 - Association of Asian Social Science Research Councils (AASSREC). Secretariat provided by UNESCO Regional Unit for Social and Human Sciences for the Asia-Pacific Region (RUSHSAP).
