The UIA is a leading provider of information about international non-profit organizations. The aim of the Open Yearbook is to promote the activities of international non-governmental organizations (INGOs) and intergovernmental organizations (IGOs).


1992, within the framework of Regions and Cities of Europe (RECITE Programme). Also referred to in English as European Cities Cooperation System. Managed by Council of European Municipalities and Regions (CEMR) and the City of Strasbourg (France). Merged with Ouverture Programme, complementary element of the same initiative, to form Ecos-Ouverture Programme, 1995.


Reinforce Establish a network of cooperative links between regions and cities in the European Community and Central and Eastern Europe; foster the establishment of a centre of excellence in local and regional cooperation.

Provides partners with a wide range of contacts, partnerships and cooperation, and permits pooling and dissemination of expertise, giving priority to involving authorities from less favoured areas of the Community. Offers grant assistance to projects promoting cooperative links. Facilitates cooperation through research, dissemination of information and assistance with networking. Focus: local democracy; urban services; urban policies; environment.
