1993-02-08

History

Established on adoption by E-XE3068 - Council of the European Union of Regulation (EEC) No 302/93; fully operational from early 1995.

Set up following the initiative of French President François Mitterrand in Oct 1989 and in response to the Plan européen de lutte contre la drogue, which was adopted by E-XE7976 - European Council in Nov 1992, Edinburgh (UK), having been coordinated by U-XE1556 - Comité européen de lutte antidrogue (CELAD), set up in 1989.

Based in Lisbon (Portugal), a decentralized agency of F-XF2147 - European Union (EU) under the terms of the T-XT9113 - Treaty on European Union (Maastricht Treaty).

Founding regulation was recast following an initiative of the EC, Aug 2005.

After a co-decision procedure of Council and Parliament, it entered into force, 16 Jan 2007.

Last amended by Regulation (EU) No 2017/2101 of Parliament and Council of 15 Nov 2017.

Aims

Provide the Union and its Member States with factual, objective, reliable and comparable information at European level concerning drugs and drug addiction and their consequences; collect and analyse existing data; improve data-comparison methods; disseminate data; inform competent authorities of new developments and existing trends.

Management Board (meets at least annually), consisting of one representative from each EU Member State, 2 representatives of E-XE2442 - European Commission (EC) and 2 representatives designated by F-XF0667 - European Parliament (EP), one representative from each country which has concluded an agreement pursuant to Article 21 of the EMCDDA recast Regulation (Norway and Turkey).
