The UIA is a leading provider of information about international non-profit organizations. The aim of the Open Yearbook is to promote the activities of international non-governmental organizations (INGOs) and intergovernmental organizations (IGOs).


1 Jan 2001, Brussels, as part of the External Assistance Management reform process, initiated by European Commission (EC) on 16 May 2000. Expands the activities of and replaces Joint Service for the Management of Community Aid to Non-Member Countries (SCR), set up 15 Oct 1997, which itself replaced European Association for Cooperation (EAC). A Commission Department operating under the Commissioner responsible for External Relations and the European Neighbourhood Policy. Ceased to exist as a separate office when DG Development and DG EuropeAid were merged into one single DG: DG Development and Cooperation - EuropeAid, 3 Jan 2011.


Implement the external aid instruments of the European Commission; unify and strengthen Commission capacity to manage external aid.

Works within a framework of multi-annual programmes drawn up by the Directorate-General for Development for the ACP States and the Directorate-General for External Relations for other regions in the world. Sets up high-quality programmes and remains responsible for all phases of the project cycle; provides technical, methodological and operational support to assist Commission delegations; collaborates closely with other Commission departments active in external relations.

In 2007, the EC granted about euro 9,947 million in Official Development Assistance (ODA), contributing to the development of over 160 countries, territories and organizations worldwide. In total, the assistance represents 19% of the EU's ODA and nearly 11% of world ODA to those countries. 2007 was the first year of a new financial programming period of the EU Budget, with a whole new set of instruments coming into force, and the final year of an EDF funding cycle (9th EDF). Financing was divided up as follows: EDF (ACP states) - euro 3,636 million; ENPI South (Mediterranean) - euro 1,228 million; ENPI East (NIS/ex-Soviet States) - euro 477 million; Asia - euro 938 million; pre-accession countries - euro 868 million; Latin America - euro 341 million; South Africa - euro 136 million; thematic actions - euro 1,103 million; Humanitarian Assistance - euro 731 million.
