Founded on signature of a declaration by speakers/presidents of the parliaments of 9 countries, as the interparliamentary component (parliamentary body) of F-XF2514 - Organization of Black Sea Economic Cooperation (BSEC).
Secure understanding and adoption by the peoples of the ideals and aims of the Black Sea Economic Cooperation; provide a legal basis for economic, commercial, social, cultural and political cooperation; enact legislation for implementation of decisions taken by Heads of State; Government or Ministers of Foreign Affairs; provide assistance to national parliaments to strengthen parliamentary democracy; promote cooperation with other international and regional organizations.
