2012
History
Founded as a successor to the European Financial Stability Facility (EFSF). Set up through T-XT3000 - European Stability Mechanism Treaty (ESM Treaty), signed Jul 2011, by Member States of the Euro Zone. Membership open to other Member States of the F-XF2147 - European Union (EU) as from entry into force of decision of E-XE3068 - Council of the European Union taken in accordance with Art 140(2) TFEU to abrogate their derogation from adoption the euro. Operational following entry into force of treaty, after Member States representing 90% of the capital commitments have ratified it. Inaugurated 8 Oct 2012. Based in Luxembourg.
Aims
Ensure financial stability of the euro area; mobilize funding and provide financial assistance, under strict economic policy conditionally, to the benefit of ESM Members which are experiencing or are threatened by severe financing problems, if indispensable to safeguard the financial stability of the euro area as a whole.

Board of Governors, consisting of a Governor and alternate Governor of each Member State, with Member of E-XE2442 - European Commission (EC) in charge of economic and monetary affairs, President of E-XF2923 - European Central Bank (ECB) and President of E-XE3606 - Eurogroup as observers. Board of Directors, comprising one Director and one alternate Director per Governor. Managing Director. Voting rights are equal to the number of shares allocated to it in the authorized capital stock.
