Improve the living conditions of people, particularly the poor in East Africa through community participation. harmonize policies on human settlements and their translation into practical strategies and interventions; promote access to appropriate technology in human settlements development; promote partnerships in the provision and improvement of shelter conditions among governments, local authorities, private sector, NGOs, CBOs and other actors; develop information management systems in human settlements for collection, storage, and dissemination for use by all partners; mobilize resources in support of participatory human settlements development; promote joint strategies for implementing the Habitat Agenda and Agenda 21.
