Encourage collaboration between the various adoptive family organizations in different countries in order to: work for the promotion of adoption and foster placement as valid alternatives to the institutionalization of abandoned minors; affirm the essential goal of adoption as that of giving a family to a child who is without one thus affirming the essential value of social paternity, even when this is in contrast to the concept of the blood bond; denounce and remove the fundamental causes of abandonment of minors in their country of origin; promote an exchange of ideas and experiences of adoption and foster placement between the different nations; obtain a legislative world convention to regulate and protect adoption according to uniform principles of the highest level.
