1976, by US Congress, as an independent agency of USA federal government mandated to monitor and encourage compliance of participating states with T-XT7575 - Helsinki Final Act of the Conference on Security and Cooperation in Europe (Helsinki Accords). The Commission is referred to informally as Helsinki Commission.
Monitor and encourage, by law, progress in implementing the provisions of Helsinki Accords.
Comprises 9 members of the US Senate, 9 members of the House of Representatives and 1 member each of the Departments of State, Defence and Commerce.
