Link high level officials and experts from ministries and government agencies responsible for decentralization, strengthening regional and municipal administrations and civil society participation, in order to: enhance exchange of skills, information and experience at the highest government level within the framework of the OAS; develop general and strategic guidelines as a reference point for development and application of public policies to strengthen and guarantee continuity of the decentralization process - local government and citizen participation; provide follow-up and systematic support for implementing mandates of Summits of Heads of State and Government of the Americas in this area; promote activities with international, institutional and/or private organizations, so as to enable financing and cooperation for networks of experts, subregional and national forums, electronic and virtual links, horizontal technical advisory services, training courses and seminars, research and publications.

'Initial Work Areas' defined by the Declaration of La Paz (Bolivia): public policies on strengthening decentralization, regional and municipal administrations, citizen participation and civil society, also incorporating a gender perspective; constitutional and legal framework governing relations among various levels of government; transfering of responsibility from central to local level, including funding options and means of strengthening technical capabilities and their impact on democratic governance; opportunities and mechanisms for citizen participation at the regional, municipal and community levels, including policies and strategies for promoting them.

'Guidelines and Priorities' established by Mexico City (Mexico) Plan of Action, and based on initial work areas, include: a long-term approach to decentralization policies, oriented to reduction of regional socio-economic disparities, to strengthening of capacity to combat poverty and to promoting favourable local conditions for sustainable and environmental economic and social development; cooperative intergovernmental relations providing political agreement based on increased cooperation among different levels or orders of government and civil society; preferential support for countries less advanced in developing decentralization; professionalization of local public services and provision of continuity in design and orchestration of development strategies in regional and local government, within the framework of effective modernization processes at state level.
