The UIA is a leading provider of information about international non-profit organizations. The aim of the Open Yearbook is to promote the activities of international non-governmental organizations (INGOs) and intergovernmental organizations (IGOs).


following proposal, 21 May 1997, Montréal (Canada), by Agence universitaire de La Francophonie (AUF) (AUPELF-UREF), at a session of Conférence ministérielle de la Francophonie (CMF). Comes within the framework of the FRANTOILE project of Réseau électronique francophone pour l'éducation et la recherche (REFER). As of 1999, temporary 'launching team' is setting up the system in cooperation with project partners. Ceased to exist, prior to 2008.


In a non-traditional manner, using new information technology and telecommunications, cover the major fields common to universities - research, education, scientific information and user services; ensure a system of higher education which takes into account the particular characteristics of French culture; act as a model for virtual universities; provide tertiary education in the French language, using distance education techniques such as television transmissions; adapt training methods to requirements of local labour markets so as to provide low-cost education in important fields which are traditionally avoided because of their expense; promote interactive teacher-student relations; launch cooperative strategies for drawing up curricula; upgrade scientific audiovisual productions in French-speaking countries and ensure that the best are exchanged among them; mobilize French-speaking resources to assist in solving the crisis among universities in developing countries.

Priorities (4): initial training; professional training; personnel training; French education. Projects: broadcast of television programmes through UNISAT - 'Université par satellite'; support programmes for students, teachers and researchers using training modules in distance learning; Pronet - 'intranet' of member universities allowing cooperative work on the Internet among their researchers, educators and students. 'Initiatives' - AUF project to finance research and education activities in the IVF framework.
