History

17 Dec 1991, on signature of an agreement by heads of postal and telecommunications administrations of member countries. A Restricted Union of Universal Postal Union (UPU) and a regional union of International Telecommunication Union (ITU).

Aims

Coordinate activities relating to provision of communication services; harmonize development of communication networks and facilities; work out principles to govern scientific and tariff policy, vocational training and the work of educational communications institutions.

Activities

Priority directions of the Commonwealth activities include: development of ICT-based communication systems; new services for the customers; protection of common interests of the communications administrations at international organizations and their organs. Works to expand mutually beneficial cooperation between the RCC communications administrations in development of communications and information and communication technologies. Coordinates communications administrations interaction in the sphere of: scientific and technical policy; spectrum management; creation of a single postal space in the CIS territory; economic policy issues related to tariffs for communication services and settlements; personnel training; interaction with ITU, UPU and other international organizations; information sharing. Organizes conferences and seminars together with ITU and UPU.
