Facilitate and support the people to attain their potential in health in the region, to appreciate health as a valuable asset and to take positive action to improve further and sustain their health status to enjoy a better quality of life; provide a basis in developing strategies and provide direction to all involved in health and mental health planning and implementation towards improving the mental health and well being of the entire population; improve mental health services for populations at risk of development psychosocial problems; improve psychiatric services for the mentally disordered in the provision of care and protection by the family, community and relevant agencies.
