Promote the establishment of a network of collaborating local, regional and international institutions in order to strengthen and enhance internal capacity for training, education, information education, information dissemination and research activities on appropriate, low-cost water supply and sanitation; contribute to improvement in effectiveness and coverage of water supply and sanitation investments for low-income groups in the urban fringe and rural areas of developing countries.
