1992, by 'Agreement on cooperation in joint management, use and protection of interstate water sources', signed by 5 Ministers of Water Resources of Central Asian States. First included as a subdivision of Interstate Council of the Central Asia States on the Aral Sea Basin Problems and subsequently of International Fund for Saving the Aral Sea (IFAS), 23 Mar 1993.


Be responsible for cooperation among Aral Sea Basin countries in joint management of transboundary water resources - surface, ground and return water; direct water resources management and development and maintenance of sustainable natural and hydro ecological processes on transboundary water resources; help to avoid conflict related to water; help control water usage; consider environmental programmes related to the Aral Sea drying and water sources exhaustion and to the establishment of annual volumes of inflow to river deltas and the Aral Sea.
