Unite teacher organizations at regional level and provide the framework for cooperation and exchange of knowledge and experiences among workers; promote and support all efforts aimed at uniting the people of the Caribbean; obtain a collective teacher and education worker opinion on matters of an educational, professional, trade union and political nature; work for improvement of education in all its aspects in the Caribbean area and ensure equal opportunity in unit territories; work towards elimination of illiteracy and functional illiteracy in every Caribbean territory; strive for establishment of a new international economic order based on justice, mutual respect, equality of rights, peaceful cooperation and political and economic independence with a view to putting an end to exploitation and under-development and to facilitate economic, social and cultural progress of all peoples of the Caribbean.

Encourages adoption of Teacher Codes of Ethics by affiliates and the adherence to the UNESCO/ILO Recommendation on the Status of the Profession; encourages production of indigenous educational material and the use by teachers of modern educational aids (slides, projects, etc) and techniques; provides assistance (material, financial, legal, etc) to affiliates especially at times of industrial action; establishes relationships regionally and internationally with professional and trade union organizations; promotes within the Caribbean the aims, general principles and policies of Education International; monitors the administration and working of the various educational legislation to endeavour to amend their terms and application when educationally desirable and to strive to secure the removal of difficulties, abuses and regulations detrimental to the interests of teachers, other education workers, education and children; encourages the establishment of Teaching Service Commissions in territories where appropriate; encourages all teachers in the Caribbean to obtain professional training and to further support efforts for ongoing training. Organizes: Caribbean/North America Regional Conference (every 3 years); conferences; biennial athletics championships for students ages 8-15 years; consultations.
