Terms of reference adopted by the Committee of Ministers, 1997; revised 1998, 2000, 2005. Ceased to exist, 2009.
Foster cooperation among states and intergovernmental and nongovernmental organizations participating in the implementation of the Pan-European Biological and Landscape Diversity Strategy concerning the Pan-European Ecological Network.
