1994, as International Resource Group on Disarmament and Security in the Horn of Africa, by a group of nongovernmental humanitarian and policy organizations.
Functioning on the model of citizen diplomacy: stimulate a more focused and sustained exploration of alternative security structures and disarmament measures in the region; encourage and engage state and non-state actors in exploring new approaches to the pursuit of peace and security; encourage NGOs to develop humanitarian and development efforts so as to build conditions conducive to peace, demobilization of armed forces and development of civil society; promote the exploration and nurturing disarmament, peaceful resolution of disputes and development of civilian governing structures in both national and regional contexts.
