Human Capital and Mobility Programme (HCM)
as a research and development programme of E-XE2442 - European Commission (EC) for 1990-1994, to replace U-XK0276 - Stimulation Plan for Economic Science (SPES) and U-XK0161 - Stimulation of the International Cooperation and Interchange Needed by European Research Scientists (SCIENCE Researchers Europe). Also referred to as HUMCAP. Itself replaced, 1994, by Training and Mobility of Researchers (TMR).
Assist in creation of a genuinely European scientific and technical community by promoting mobility of young researchers, mainly at post-doctoral level, so as to increase quantity and quality of future human resources available for research and technological development needed by European Community member states.
