as a research and development programme of E-XE2442 - European Commission (EC) for 1988-1992. Programme phased out. Superseded by U-XK1079 - Human Capital and Mobility Programme (HCM).
Aims
Improve the general quality of scientific and technical research and development; adapt the strengthening of scientific progress and creative capability resulting from stimulation measures to the economic and scientific needs of the European Community; promote and train researchers in Europe; promote transfrontier mobility and the creation of intra-European systems of cooperation and exchange; promote the setting up of scientific cooperation networks.
