14 Sep 1970, Kampala (Uganda), by Governmental Agreement, which came into force 1 Jan 1971, in succession to H-XH0187 - International Red Locust Control Service (IRLCS), set up 22 Feb 1949, London (UK).


Promote and undertake effective control of significant populations of red locust in recognized outbreak areas in the territories of Contracting Governments; offer services within limits of resources in the coordination and reinforcement of national action in the region against red locust swarms which escape from recognized outbreak areas; undertake control of migrant pests in member countries, including army worm, grain-eating birds and tsetse flies.

Governing Council, consisting of one representative of each Contracting Government, holds annual session to which observers from many institutions are invited. Chairman and Vice-Chairman. Executive Committee, composed of one delegate from each Member State.
