Encourage the planning, construction, improvement and maintenance of national and international road systems; promote development and improvement of all aspects road transport - vehicle, taxation and charge structures, preparation and application of regulations, coordination of transport investment; ensure that road users have freedom of choice between means of transport and between individual and public transportation; contribute to adoption of well reasoned attitudes to problems of road construction and transport, for the benefit of members and for social, industrial and economic advantage of all; identify and ensure practical application of effective measures to safeguard the environment.

Geneva (Switzerland) office includes: Committee of Representatives of National European Road Associations; IRF Working Group on Road Signing and Safety Equipment; IRF Working Group on Road Restraint Systems; IRF Working Group on Interaction of Vehicles, Tyres and Pavement. Brussels programme centre: European Union Road Federation (ERF). Maintains constant cooperation with governments and national road associations in studying road questions and developing road-building programmes. Supplies governments with direct technical assistance in highway techniques. Develops training schools for operators and mechanics of road-building equipment. Confers: IRF Fellowship Programme, funded by IREF; annual 'IRF Man of the Year' award. In collaboration with FIEC, FIIC, IFAWPCA and Associated General Contractors of America, approved and ratified 'Conditions of Contract (International) for Works of Civil Engineering Construction'.
