Establish an early warning mechanism to address the peaceful resolution of potential conflicts before escalation takes place; identify, analyze and alert the United Nations and other organizations to situations in which social and economic problems may erupt into violence or may cause severe, unacceptable, human suffering; provide this information on a timely basis so that peaceful solutions may be implemented through preventive measures.
