Defend and encourage the ethic that drug addicts are full citizens and the clinical, social and political attitude which gives priority to respect and dignity of the person, individual and collective freedom and responsibility and access to health care; reduce risks associate with drug use through preventive education and recognition of drug users as partners in public health; develop exchanges and cooperation among professionals - social workers, doctors, psychologists, sociologists, etc - from the different European countries, so as to act together in treatment and prevention of drug abuse; develop technical collaboration among European organizations in the field; acknowledge treatment and prevention institutions and professionals as partners in drawing up and applying a European policy on drug problems; act as a means of developing European research, study and training in prevention, assistance and treatment of drug addicts.
