19 Sep 1967, Rome (Italy), by Article VI-2 of the Constitution of B-XB0971 - FAO, following decision of FAO Council to replace Regional Fisheries Commission for Western Africa (RFCWA), abolished by FAO Conference, 1967. First session Mar 1969. Rules of Procedure adopted 1969 and amended 1977.
Promote, coordinate and assist national and regional programmes of research and development, leading to rational utilization of the marine fishery resources of the CECAF area; assist member governments in establishing a scientific basis for regulation measures on conservation and improvement of marine fishery resources; encourage education and training through establishment or improvement of national and regional institutions and by promotion and organization of seminars, study tours and training centres; assist in collection, interchange, dissemination and analysis or study of statistical, biological and environmental data and other marine fishery information; assist member governments in formulating programmes to be implemented through sources of international aid to help achieve the above mentioned objectives; promote liaison and cooperation among competent institutions within the sea area served.
