21 Oct 1994, within the framework of F-XF2417 - Commonwealth of Independent States (CIS), following; proposal Oct 1992, Bishkek (Kyrgyzstan); signature of an agreement of principle by 9 of the 10 Heads of State of Commonwealth of Independent States (CIS / CEI / CEI / GUS / SNG), 14 May 1993, Moscow (Russia); endorsement at meeting of senior officials, 16 Mar 1994, Moscow. Also referred to as CIS Inter-State Economic Committee. E-XJ9199 - Collective Security Treaty Organization (CSTO), set up 14 May 2002, complements the Committee.


Establish the (CIS) Economic Union by: development of a common scientific and technology structure, system-of-payment union, free trade zones and customs union; establishment of a common market of goods, services, capital and labour force; formation of a monetary union. Pursue harmonized regulation of economic relations; support entrepreneurship: promote development of a common market structure, namely international corporations, industrial/financial groups, financial/credit and insurance bodies and joint ventures; prepare coordinated decisions on social and ecology issues of common interest; restore united transportation and information structures.
