The UIA is a leading provider of information about international non-profit organizations. The aim of the Open Yearbook is to promote the activities of international non-governmental organizations (INGOs) and intergovernmental organizations (IGOs).

Stimulate and boost competitiveness of independent audiovisual industries of smaller countries in the European Community, whether for existing audiovisual programmes, for new initiatives or for production companies or groups introducing beneficial programmes; stimulate independent production as the means of ensuring creative diversity and bringing new talent into the industry; support simultaneous project development, from synopsis to production, taking into account successive stages constituting the economic process.

Acts as a resource centre providing incentives for development pools, co-production pools, marketing pools, information and research, providing up to 50% of project costs. 'Scale Producers' Support System (SPSS)' provides loans to support efficient independent producers: 'Company Overhead Loan (COL)'; 'SCALE/BABEL Multilinguism Loan'; 'Strategics Loan' (the latter financed by the Luxembourg (Luxembourg) Government). Organizes seminars and workshops.
