Founded 27-28 Nov 2000, Palermo (Italy), upon initiative of Council of European Municipalities and Regions (CEMR) and Arab Towns Organization (ATO), following the initial setting up of a regulation agreed upon, July 2000, at Gaza (West Bank-Gaza), by representatives of Local Administrations. Formally set up, Dec 2002, during 3rd Plenary Assembly.


Promote both dialogue and cooperation for local development between towns, municipalities, local authorities, and regions of the member countries, and their active and concrete participation in achieving the objectives established within the Barcelona Declaration in 1995.
