History
Founded upon initiative of D-XD0448 - Council of European Municipalities and Regions (CEMR) and D-XD2765 - Arab Towns Organization (ATO), following the initial setting up of a regulation agreed upon, Jul 2000, at Gaza (West Bank-Gaza), by representatives of Local Administrations. Formally set up, Dec 2002, during 3rd Plenary Assembly.
Aims
Promote both dialogue and cooperation for local development between towns, municipalities, local authorities, and regions of the member countries, and their active and concrete participation in achieving the objectives established within the Barcelona Declaration in 1995.

General Assembly, composed of 120 members, of which: 117 are Accredited Members (each with an alternate) appointed in their personal capacity by their national associations (for the EU they are CERM sections); 3 Full Members, including COPPEM Secretary General, a representative of CEMR, and a representative of ATO. Distribution of both Accredited and Alternate members representing global and regional authorities from the 27 signatory states of the Barcelona Declaration of 1995, and regional and local authorities from countries members of the Union for the Mediterranean. General Assembly Elective Members must hold an elective term of office at local, provincial or regional level, or they shall have responsibility in the framework of local or regional authorities, or they must be members of an association of local or regional authorities. Presidency Council (2-year terms, renewable); Standing Commissions; Working Commissions (5) on: institutional cooperation; migration; economic development; cultural and environment cooperation; cooperation for fostering human rights and gender equality.
