Technical and institutional design validated, Jul 2014, Roseau (Dominica). Establishment endorsed by D-XD4579 - Caribbean Community (CARICOM), Jul 2015, Bridgetown (Barbados). Officially inaugurated 28 Oct 2015, Bridgetown (Barbados). Legal Agreement adopted 6 Jul 2017, Grenada, at Meeting of the Conference of Heads of Government of CARICOM. A CARICOM Institution.
