History

3 Aug 1994, within the framework of D-XD4579 - Caribbean Community (CARICOM). Inaugural Meeting: 27-29 May 1996, St Michael (Barbados). Establishment followed a proposal of Conference of Heads of Government of the Caribbean Community, Jul 1988, Grand Anse (Grenada), broadening the concept in the report of the U-XE3013 - West Indian Commission, May 1992, and the preparation in 1992 of an intergovernmental agreement for signature and ratification by member states. Agreement entered into force, 3 Aug 1994.

Aims

Involve people of the Community through their representatives in the process of consolidating and strengthening the Community; provide opportunities for involvement in the issues of the integration process by Members of Parliament in each Member State and Associate Member of the Community; provide a forum for people of the Community to make their views known through their representatives; provide a more frequent mechanism to monitor policies of the Community; provide enhanced opportunities for the coordination of foreign policies of Member States; promote greater understanding among Member States and Associate Members for the purpose of realizing and safeguarding the ideals and principles of democratic governments in the Community and facilitating economic and social advancements of their peoples; encourage adoption by Governments of Member States of the Community of a common policy on economic, social, cultural, scientific and legal matters deliberated upon by the Assembly.

Structure

Assembly (at least annually) comprises up to 4 representatives of each member state of CARICOM and up to 2 representatives of each associate member of CARICOM; rotates among member countries as far as practicable. Meetings open to the public. Technical Sub-Group on the ACCP established Feb 2005.
