History
29 May 1998, on approval by Ministers of Foreign Affairs of C-XC0004 - Euro Atlantic Partnership Council (EAPC), within the framework of C-XC3005 - NATO. Together with E-XE3461 - Euro-Atlantic Disaster Response Coordination Centre (EADRCC), based on a proposal by the Russian Federation.
Aims
Enhance practical cooperation in the field of international disaster relief and on NATO policy on cooperation for disaster assistance in peacetime.

A non-standing, multi-national mix of national civil and military elements - qualified personnel of rescue, medical and other units - volunteered by EAPC member countries and varying in composition and size in response to requirements of any given situation.
