1999, within the framework of Development Bank of Latin America (CAF) and within the context of United Nations Framework Convention on Climate Change (UNFCCC) and Kyoto Protocol to the United Nations Framework Convention on Climate Change. CAF was accredited as international observer to UNFCCC, Nov 2000, The Hague (Netherlands), at 6th conference of the parties.
