A permanent subsidiary body of E-XE4175 - United Nations Economic Commission for Latin America and the Caribbean (ECLAC), its resolutions being ratified at ECLAC Sessions.

Council meets every 4 years at level of Ministers or Heads of National Planning Bodies of all member governments and, more frequently, as the Presiding Officers of the Regional Council for Planning - Mesa Directiva del Consejo Regional de Planificación (MD/CRP), comprising 10 members chosen by CRP plus a representative of the country of ILPES Headquarters (Chile).
