Take steps to: ensure recognition of the existence and the autonomy of a specific law related to port matters; update the Convention of 9 Dec 1923, Geneva (Switzerland), with regard to the official status of international regimes of of sea ports; ensure recognition of the right of port authorities to limit their own responsibility as long as the limitation of shipowners' responsibility to these authorities is maintained; facilitate clarification and transparency of rules governing relations between port authorities and port users; enable the port authority, in case of a ship's arrest, to - move the ship at the risk and expense of the shipowners of arresting creditors, - obtain payment by arresting creditors of port dues and other expenses in case of failure of the debtor; participate in IGO work with respect to rules regarding ports; recognize the possibility of a simplified procedure in case of abandoned ships; enable updating of the 1952 convention relating to ships' arrest.
