Develop human resources by training more biologists for countries of the South; help and build up regional scientific infrastructure to enable them to undertake their own research and development in agriculture, food production, medicine, biotechnology and environment, and their basic scientific disciplines; obtain a proper balance between fundamental and applied research; determine research priorities in relation to special regional problems to achieve maximum economic and social impact.
